John C. Raue

Vice President of Strategic and Global Initiatives

John C. Raue, MPA, CPM, currently serves as the Vice President of Strategic and Global Initiatives at Kean University, acting as the Deputy to the Chancellor of International Campuses. In this role, he provides leadership, vision, and oversight for the Division of Strategic and Global Initiatives, advancing the University’s mission through innovative programs, strategic planning, and global engagement. Established in 2015, the Strategic Initiatives division plays a pivotal role in coordinating innovative projects, cultivating strategic partnerships, and spearheading special initiatives for the University. The Division is comprised of the following units: the Office of Career Services, the Center for International Studies, Kean Skylands, the Human Rights Institute, the Holocaust Resource Center, the Council for Global Education and Citizenship, and Strategic Initiatives.

Before joining Kean University, John served as Senior Policy Advisor to two Department Commissioners at the New Jersey Department of Labor and Workforce Development (LWD). In this capacity, he was a key member of the department’s executive leadership team, overseeing special projects and managing a staff of more than 100. His responsibilities included supervising the Appeals Tribunal and the Board of Review within Unemployment Insurance. He also represented the department on several boards and authorities, including the Fort Monmouth Economic Revitalization Authority, the New Jersey Redevelopment Authority, the New Jersey Urban Enterprise Zone, and the Governor’s Council on Alcoholism and Drug Abuse.

Prior to his work in higher education and at the New Jersey Department of Labor and Workforce Development, John held several senior leadership roles in statewide political organizations and in New Jersey state government, where he managed a multimillion-dollar budget, oversaw statewide operations, directed staff and human resources, and coordinated strategy with national, congressional, and county-level partners. Earlier, he served as Chief of Staff to New Jersey’s first Lieutenant Governor, Kim Guadagno, helping establish office operations, staffing structures, and strategic initiatives. Throughout his career, John has led large teams, managed complex budgets, and directed high-impact advocacy and outreach efforts. This experience informs his strategic leadership at the university level.

A proud lifelong resident of New Jersey, John attended Seton Hall University as an undergraduate and earned his master’s in public administration from Kean University. He currently resides in Allentown, New Jersey, with his two daughters, Elizabeth and Abigail.
